HOW IS NEOSO'S BOARD STRUCTURED?

NEOSO's board currently consists of seven members from across Northeast Ohio. This includes two elected officials and five private citizen members with considerable leadership in their respective communities.

CHAIRMAN OF THE NEOSO BOARD
The Honorable Georgine Welo was elected Mayor of the City of South Euclid in November 2003. She is a passionate advocate of regional thinking and cooperation. "Northeast Ohio faces unique challenges as both federal and state support continue to dissolve, and our older, completely developed inner-ring suburbs face issues of declining tax bases, urban sprawl, aging infrastructure and some of the highest property and income tax rates in Ohio. As a region, we must be more proactive and creative in our approaches to managing government, promoting revitalization and spending our tax dollars more wisely and efficiently. Only by working together can we creatively and proactively stabilize our region, provide cost savings to our taxpayers, strengthen our resources and promote the economic and cultural rebirth of Cleveland, the inner-ring suburbs and our entire region."

Georgine graduated with a Bachelors of Arts and Science from the University of Akron. After spending several years in the private sector working for Keithley Instruments, she began her career in public service in 1991 when she was elected to South Euclid City Council.

From 1996-1998, Georgine served as the Co-Executive of the Cuyahoga County Democratic Party after being appointed by Cuyahoga County Democratic Chair Jimmy Dimora. In 1998, she was appointed Administrative Bailiff to Judge Ann T. Mannen, in the Cuyahoga County Court of Common Pleas.


WILLIAM C. ALLMAN
ASSOCIATE VICE PRESIDENT, EDWARD LUTTNER ASSOCIATES
ALLVENTURES, LLC
 
Bill Allman offers 20 years of experience in customer relation management, marketing, and e-business design and development. Currently, he works for AllVentures, LLC, a business strategy and development firm with clients including Sherwin-Williams, Executive Sweets, and Vortex. Mr. Allman also works for Edward Luttner Associates, an executive career management firm with entrepreneurial services, where he serves as associate vice president.

Mr. Allman spent nearly 24 years at Sherwin-Williams, serving in a variety of roles, including manager of product information and e-commerce, specialist in product information and market manager. Before relocating to Medina, he worked for Sherwin-Williams in Lansing, Michigan.

A graduate of Indiana University in Bloomington, Mr. Allman is involved throughout Medina. He is the principal founder and president of Medina Preservation Foundation and a member of the School Discovery Team in Medina. He will be a 2007 graduate of Leadership Medina. He also has served as president of the Medina Community Design Committee and held various community roles in his former home of East Lansing.

ATTORNEY AT LAW

The Honorable Michael G. Ciaravino was elected Mayor of Maple Heights in November 2003. Before his election, Ciaravino passionately campaigned in support of the need to revolutionize local governments' procurement practices. Ciaravino believes that "tough economic times forge innovation, and the current economic cycle in Northeastern Ohio should be viewed as a golden opportunity to achieve greater efficiencies for our taxpayers' dollars."

Mayor Ciaravino is involved with NEOSO because of his confidence in the management team and its ability to develop and implement procurement and cost avoidance models that will achieve substantial savings for public entities in Northeastern Ohio.

Prior to becoming Mayor, Ciaravino served as the Assistant Law Director/City Prosecutor for the City of Maple Heights for 12 years and maintained a private law practice. He received his Associate Arts Degree from Cuyahoga Community College (1983), Bachelors of Arts Degree from John Carroll University (1985), and his Juris Doctorate Degree from Case Western Reserve University (1988).

In addition to serving as Mayor, Michael is the Ward Leader of the Maple Heights Democratic Club and a member of the Executive Committee of the Cuyahoga County Democratic Party. Ciaravino is also active in the First Suburbs Consortium and Cuyahoga County City Mayors and Managers Association.

TIMOTHY R. FITZWATER
PRESIDENT AND CHIEF EXECUTIVE OFFICER (RETIRED)
NATIONAL CITY BANK, NORTHEAST REGION
 
Tim Fitzwater recently retired as the President and Chief Executive Officer of National City Bank, Northeast Region. Headquartered in Akron, the region includes Youngstown, Niles, and Warren, in addition to smaller cities such as East Liverpool, Steubenville and Martins Ferry.

A native Clevelander, Mr. Fitzwater spent more than 36 years at National City. He joined National City through the company's Management Training Program after earning his Bachelor of Science degree in business administration from Bowling Green State University. He worked in Cleveland in both the retail and corporate banking divisions and, in 1983, was transferred to the Northeast Bank as head of lending. He became president of the Northeast Region in 1997.

Mr. Fitzwater is involved throughout his community. He serves on the boards for Leadership Akron (1985 graduate), Stan Hywet Hall and Gardens, Akron Community Foundation, Akron General Health System, and Summit County Port Authority. He also serves on the Advisory Council for the Center for Economic Education and on the Advancement Council for the University of Akron's College of Business Administration. He chaired Summit County's United Way campaign in 2005 and has been involved in many other service endeavors.

PRESIDENT, HANNA HOLDINGS OHIO

As President of Hanna Holdings Ohio, Howard W. " Hoby " Hanna IV directs the business and operational efforts of Howard Hanna Smythe Cramer throughout the state of Ohio and works with the firm's clients, branch managers and REALTORS® to ensure the company's ongoing reputation for excellence. He also is in charge of land development, works with Howard Hanna Mortgage, Barristers of Ohio Title & Escrow Service, and Howard Hanna Insurance.

His professional involvement includes being appointed to the Board of Trustees of the Ohio Association of REALTORS® and the Cleveland Home Builders Association. He is a former member of the Board of Directors of the Warren Area Board of REALTORS® and past Director of CRIS Multiple Listing Service. He serves with the Builders Associations of Pittsburgh, Erie, and Mahoning Valley. Hoby is a graduate of the University of Pittsburgh and the Leadership Development program at Yale University.

In addition to NEOSO, Hoby's civic involvement includes Cleveland Clinic Children's Hospital Leadership Board, University Hospital Rainbow Babies & Children's Hospital National Leadership Board, Boy's Hope Girl's Hope and The American Red Cross in Cleveland, and has included the Foundation Board of the Western Reserve Health Care of Youngstown. Hoby is a member of the Cleveland Chapter of the Young Presidents Organization and is recipient of Crain's 40-under-40.


DANIEL E. KLIMAS
PRESIDENT AND CHIEF EXECUTIVE OFFICER
LNB BANCORP INC. AND LORAIN NATIONAL BANK
 
Dan Klimas serves as President and Chief Executive Officer of LNB Bancorp Inc. and Lorain National Bank, the largest bank headquartered in Lorain County. Prior to joining Lorain National Bank, Mr. Klimas was the Northern Ohio regional president for Huntington National Bank. He also has served as a partner for Deloitte Consulting, assisting financial institutions in strategy, organizational design and change management.

Mr. Klimas spent 12 years at KeyCorp, where his roles included executive vice president of corporate strategy, vice chairman of private banking and investing, president of the Cuyahoga east district and senior vice president of electronic banking. He began his career at McKinsey and Company, Inc., where he provided strategic consulting to clients in a variety of industries.

Mr. Klimas' community involvement includes his service on the board of trustees of the Cleveland Zoological Society, the Rock and Roll Hall of Fame and Museum, Playhouse Square Foundation and Greater Cleveland Sports Commission. He also serves on the board of Lorain County Community College Foundation, chairs Team Lorain County and is the Lorain County representative for Team NEO.


JAMES J. MASON
FORMER VICE PRESIDENT
FOR PUBLIC AND COMMUNITY AFFAIRS,
EATON CORPORATION
 
Jim Mason served as Vice President for Public and Community Affairs at Cleveland-based Eaton Corporation for 27 years. In this role, he was responsible for federal, state, and local government relations; Eaton's political action committee; and planning and implementing philanthropic and community involvement initiatives, including strengthening the company's relationships with nonprofit organizations.

Prior to this role, Mr. Mason managed Eaton's Government Relations Office in Washington, D.C. and had responsibilities in Cleveland, as well. He started his career in the Cleveland area, working in a variety of marketing, communications, and development positions.

Mr. Mason is involved in many external activities. He is past chairman of the National Association of Manufacturers' Public Affairs Committee. His community involvement includes service as president of the Citizens League of Greater Cleveland and extends to other groups.

Mr. Mason earned his undergraduate degree from John Carroll University and his M.B.A. from the Weatherhead School of Management at Case Western Reserve University.

SECRETARY TO THE BOARD AND LEGAL COUNSEL

The board selected Terry W. Vincent, Esq. of Buckingham, Doolittle & Burroughs, LLP as the legal counsel for NEOSO. The board also appointed Terry as the Secretary to the Board of Directors. Terry is passionate about NEOSO's vision: "The prospect of providing an innovative, cost-saving mechanism to local governments by joining them together in a quasi-regional effort is both interesting and challenging. The energy surrounding this project is truly intoxicating."

Terry is a problem solver always striving to strike a fair and practical balance to what are often very difficult issues. Terry has been a Shareholder with the law firm, Buckingham, Doolittle & Burroughs, LLP since 2000, where he served as Managing Partner of the Cleveland office from 2000 to 2001.

Prior to joining Buckingham, Doolittle & Burroughs, LLP in 1998, he worked as senior attorney with the Office of Chief Counsel in the Tax Litigation Division of the Internal Revenue Service in Washington, D.C. and as a senior attorney in the Office of District Counsel of the Internal Revenue Service in Cleveland, Ohio.

In addition to practicing law, Terry has taught in the business college at the undergraduate level at the University of Akron and at the Masters of Law (LLM Tax) level at Case Western Reserve University School of Law.

Terry serves as treasurer of the Board of Trustees of the Partnership for a Safer Cleveland, and is on the Executive Board of the Lawyers Guild of the Catholic Diocese of Cleveland. He also serves on the Allocation Committee for the Harvest for Hunger Campaign of the Cleveland Food Bank (formerly the Greater Cleveland Committee Against Hunger).
